Commissioner Mark Garner is a Greenville native and life-long resident of Pitt County. After a 46-year career in planning and design of public works and public utility infrastructure, he retired from Rivers & Associates, Inc. in 2021 as Vice-President and Senior Project Manager.
He is a graduate of East Carolina University with a degree in Urban & Regional Planning. Certified by the American Institute of Certified Planners, he is also licensed for water and wastewater treatment operations. Commissioner Garner has previously served as an appointed member of various local boards and commissions as well as on the Board of Directors for the North Carolina Society of Engineers, the ECU Alumni Association, Chair of the ECU Planning Advisory Board, and Chair of the ECU Board of Visitors where he continues to serve as an Emeritus member. He also currently serves on the Board of Directors for the ECU Coastal Studies Institute in Wanchese, NC.
