Greenville Utilities Commission adopted Water and Wastewater System Development Fees (SDFs) in compliance with N.C.G.S. 162A, effective July 1, 2018. As part of SDF implementation, a Sewer Acreage Fee Crediting Program also took effect. The Program provides SDF Schedules “B” and “C” for crediting sewer acreage fees paid during the previous 10-years and beyond the previous 10-years, respectively, against Wastewater System Development Fees. Credit eligibility as provided for under “Schedule B” and “Schedule C” will be for connection applications submitted from July 1, 2018 to June 30, 2023.
For properties where Sewer Acreage Fees were paid between July 1, 2008 and July 1, 2018, SDF “Schedule B” will apply (1) when requested by individuals making application for wastewater service, and (2) with confirmation as an eligible property by the Water Resources Department.
For crediting of Sewer Acreage Fees paid prior to July 1, 2008 against Wastewater System Development Fees, “Schedule C” will apply. Credit eligibility and value per connection will be determined on a case-by-case basis and applied against Wastewater System Development Fees at the time of application for service. In no case shall the sewer acreage fee credit be in excess of the associated Wastewater System Development Fee. Builders & developers may request a review of acreage fee credit eligibility of properties during the 90-day period following System Development Fee adoption (July 1, 2018 to September 30, 2018).
