David Springer joined GUC in 2006 as the Planning/Programs Engineer and has since served as the Plants Engineer and Assistant Director of Water Resources prior to becoming the Director of Water Resources. David has over 25 years of engineering experience and worked as an engineer for a local consulting firm prior to joining GUC.
David is a graduate of North Carolina State University with a B.S. Degree in Civil Engineering (concentration in Hydrology and Water Resources) and is a Registered Professional Engineer. He is a member of the National Society of Professional Engineers, Professional Engineers of North Carolina, AWWA/WEF and NCAWWA/WEA. He is the Chairman of the Tar-Pamlico Basin Association and has served as a member of the North Carolina League of Municipalities Regulatory Action Committee.
